The execution of any maneuver, such as a left turn, is subject to the general rule that it must not cause danger or obstruction to traffic. In the situation of intense and congested traffic visible in the image, initiating this maneuver would block the lane and impede the flow of other vehicles. The absence of prohibitive signage does not automatically authorize the maneuver. Even without signs expressly prohibiting it, the driver must always refrain from performing maneuvers that disturb the safety and fluidity of local traffic.
