Driving on hard shoulders is, as a rule, prohibited. However, it is permitted to cross the hard shoulder whenever it is strictly necessary to access properties, garages, or private paths adjacent to the public road. It is not permitted to use the hard shoulder for overtaking maneuvers or to drive in situations of heavy traffic, as the hard shoulder is intended for emergency stops and the circulation of pedestrians or authorized vehicles.
