Parking a vehicle on a public road cannot be done indefinitely. According to traffic rules, abusive or improper parking is considered to be the continuous presence of a vehicle in the same location on a public road for an uninterrupted period exceeding 30 days. For this reason, the parked vehicle incurs an infraction if it exceeds this time limit. The remaining options are incorrect because the mere fact that the vehicle is parked or covered does not, by itself and immediately, constitute an infraction. Furthermore, unlimited or indefinite parking is not permitted on public roads; there is always a 30-day limit to prevent abusive occupation of public space.
