The green traffic light indicates that passage is authorized. However, the presence of stationary vehicles on the road, pedestrians on the carriageway, and a preliminary danger warning sign indicates the existence of an obstacle or accident ahead. In these circumstances, the driver should not proceed immediately so as not to worsen the situation or become immobilized in an area that obstructs traffic. The use of audible signals is prohibited within built-up areas, except in cases of imminent danger, which does not apply in this situation of congested or obstructed traffic. On the other hand, the green light does not oblige one to stop before the traffic light, as stopping is a necessity imposed by the physical conditions of the road and not by a regulatory obligation of the traffic light itself.
