On steeply inclined roads where crossing is impossible and both vehicles are an equal distance from a suitable place to facilitate passage, the driver of the vehicle going uphill is obliged to reverse. The other option is incorrect because, although the general rule on inclined roads dictates that those going downhill must give way to those going uphill, this rule changes when reversing is necessary and both are an equal distance from a crossing point. In that specific case, the obligation to reverse falls on the vehicle going uphill.
