In the absence of sidewalks, special pedestrian paths, or refuges, traffic rules determine that pedestrians must walk on the shoulders of public roads. In the location shown in the image, there are no constructed sidewalks, so pedestrians must use the shoulder for their safe circulation. The roadway is primarily intended for vehicle circulation and should only be used by pedestrians in exceptional situations, such as to cross or when the shoulders are completely impassable. Traffic intensity does not change pedestrian circulation rules, so the place where they walk is never indifferent.
