Can advertisements, posters, or other means of publicity be placed on public roads?

The placement of advertising, posters, or announcements on or near public roads is permitted, but is subject to strict restrictions to ensure road safety. It is expressly forbidden to install any means of advertising that could be confused with traffic signs, that covers or reduces the visibility of signs, or that in any way distracts drivers' attention.
