Vehicles already circulating inside a roundabout have priority of passage over vehicles intending to enter it. Thus, any vehicle, including a priority vehicle, even if not on an urgent mission of assistance, enjoys priority of passage while circulating in the roundabout over drivers preparing to enter it. The remaining options are incorrect because they unduly limit the vehicle's priority in the roundabout. It is not necessary for the priority vehicle to be on an urgent mission of assistance to have priority over those entering the roundabout, since the general rule for circulating in roundabouts grants this priority to any vehicle already inside it.
